Development Programme as a National Research University
A competition commission of the Ministry of Education and Science chose the HSE's as the best University Development Programme among NRUs, as of the 7th October 2009
The Program's strategic goal is to make the HSE the foremost centre for research and education, analysis, consulting, and design in the social and economic sciences―a centre that joins the ranks of the world's leading research universities in terms of the quality of its capabilities and results, and is called on to make a significant theoretical and practical contribution to the innovative development and global competitiveness of Russia.
To reach this goal, the HSE will have to overcome the following challenges:
1. Generate, implement, and disseminate new educational technologies in order to supply the Russian economy with competitive personnel in the fields of research, analysis, and management.
2. Create a research and innovation centre of a global standard in the social and economic sciences.
3. Promote the dissemination of innovative knowledge and practices in the social and economic sciences.
4. Develop a human resource base for the research university.
5. Organize an infrastructure for educational and scientific activities that is on par with the world's best research and education centres.
As a national research university, the HSE's high-priority areas for development are determined by the fields of research in which the HSE is maintaining a leading position in Russia and has the potential to improve its ground in the global research and educational environment. An important criterion for these areas was also the commercial potential of the HSE's scientific research results, which must be converted into tangible, operational social and governing tools and technologies. At the same time, since the Russian Federation Government views the preparation of highly skilled personnel as being the major objective of research universities, the HSE's high-priority areas for development have been formulated to train specialists in the following leadership fields:
· State and municipal administration
The Program of Development has been designed to be implemented in three stages, within the period of 2009-2018.
In the scope of the first stage (2009 - 2012), the Program focused on the prompt updating of educational products and the drawing up of a new generation of Master of Arts programmes. Other key points of the Program at this stage included developing human capital and providing facilities that would enable the foundation of research centres of a global standard within the scope of the PLD.
In the second stage (2013 - 2015), the Program's priority will be to support the activities of the aforementioned centres and to promote their unique lines of education (primarily at the master's- and post-graduate levels) in relevant fields in the global environment. The second stage will also include support for the development of new PLD (from University funds) aimed at improving interdisciplinary R&D. One more challenge set for this stage is the commercialization of knowledge and technologies by means of the foundation of an infrastructure for innovative companies that will interact with the University.
The main challenge at the third stage (2016 - 2018) will be to establish international partnerships that enjoy equal rights in both the R&D field and the field of education. The third stage will also include further expansion of the PLD.
The key result of the proposed project will be the foundation of a new "centre of excellence" in Russia―a large research university, specializing in the social and economic sciences, that is in line with its top global counterparts and enjoys prestige among the professional and business community.
