HSE Development Programme as a National Research University
The Competition Commission of the Russian Ministry of Education and Science chose HSE’s project as the best University Development Programme among NRUs, as of October 7, 2009
The strategic goal of the development programme was to transform HSE into Russia’s foremost centre for research and education, analysis, consulting, and design in the social and economic sciences - a centre that can quickly join the ranks of the world's leading research universities in terms of the quality of its capabilities and project outcomes. In this respect, HSE has been called on to make significant theoretical and practical contributions to the innovative development and global competitiveness of the Russian Federation.
To achieve this goal, HSE must face and overcome the following challenges:
1. Generate, implement and disseminate new educational technologies in order to supply the Russian economy with competitive human capital in such fields as research, analysis, and management;
2. Develop a world class research and innovation centre in the social and economic sciences;
3. Promote the dissemination of innovative knowledge and practices in the social and economic sciences;
4. Develop a HR base for the university’s research operations;
5. Set up educational and scientific infrastructure, which is on par with the world's leading research and education centres.
As a national research university, HSE's key development priorities largely include areas of research where HSE maintains a leading position in Russia, as well as the potential to improve its standing in the global research and educational arena. One important criterion is the commercial potential of our research efforts, which can be transformed in tangible and operational social and governing tools and technologies.
Furthermore, since the Russian Government views the training of highly skilled personnel as being the major objective of research universities, our high-priority areas have been developed for the purpose of training experts in the following fields:
- State and Municipal Administration;
With this in mind, the HSE Development Programme was devised to be implemented in three stages over the 2009-2018 period.
During its first stage (2009 - 2012), the Programme focused on the immediate enhancement of our educational products and the creation of a new generation of Master‘s programmes. Other key points indicated in the Programme at this stage included the cultivation of human capital and putting facilities in place, which would enable the foundation of world class research centres within the scope of the PLD.
In the second stage (2013 - 2015), the Programme aimed to support the activities of the aforementioned centres and to promote their unique lines of education (primarily at the Master's and post-graduate levels) in relevant fields with a particularly global focus. Furthermore, this stage also included support for the development of new PLD (funded by HSE itself) aimed at improving interdisciplinary R&D efforts. One more challenge set for this stage concerned the commercialization of knowledge and technologies through the set-up of infrastructure, which can be utilized by innovation-focused companies and firms in partnership with HSE.
The main challenge during the third stage (2016 - 2018) was the establishment of international partnerships, which subsequently enjoy equal rights for both R&D activities and education. The third stage also included the further expansion of the PLD.
The main result of the proposed project was the creation and expansion of a new ‘centre of excellence’ in Russia. Or, in other words, a major research university, specializing in the social and economic sciences, that can also compete with its top global peers and enjoy prestige among the professional and business community.
